If a mobile money service exists and no one knows about it – does it make a difference?<br />
•	Just looking in East Africa over the past 3 years, you have to be struck by the advertisements, billboards and, more and more – the color and signage.  The green of M-Pesa in Kenya, the red painted M-Pesa Tanzania shops; Tigo Pesa, MTN Mobile Money in Uganda and the pinks and greens of Zain.<br />
•	However, paint and billboards alone won’t sell your product<br />
•	The marketing has to address: How to use the service; Why to use the service.<br />
•	Beyond the billboards and above the line  &#8211;  telcos incorporate a lot of “feet on the street”, below the line, efforts including pamphlets, roadshows, registration and customer service tents, and they educate their cash merchants – or agents –  on  not only “how” to use the service; but how to provide a consistent customer experience to all clients – especially early on in the product’s life when a lot of clients don’t know how to use the product and are just testing the benefits.<br />
•	Whether an organization is using an above the line or below the line campaign, the “how and why” can be intermixed. In Tanzania where all but Zap are using USSD, banks and telcos advertise on their signs *150# &#8211; which tells their clients ‘how’ to get to their menus. Good agents explain the benefits of mobile money to clients as well as “how to” use the service &#8211; - after all, they want the commission, the repeat business and the word of mouth marketing to bring in more customers.<br />
•	Marketing to poor people is potentially harder than marketing to middle class or rich consumers who have a certain level of education and experience with mobile phone apps, etc. Messaging cannot be too complex.<br />
•	What MFIs and Banks can take away from the telcos’ approach to marketing is the view of the user as a valued customer and someone whose business you really want.   While there is an element of “how to” training to many products – especially mobile money – some banks and MFIs focus too much of their efforts on “how to” or educating the client about the product.   MFIs and banks have to clearly articulate – internally and externally – why clients should use a particular savings product &#8211; - &#8211; what’s in it for them. If all efforts go to “how to register; what id is needed; what the terms of the product are; etc.” then it would be very understandable that clients don’t pick up the product.  Why should the client trust this bank? Why should the client want this product?<br />

<p>•	<strong>Definition</strong>: A bank-led agent model is one where the customer proposition and the channel are controlled by the bank.<br />
•	<strong>Incremental Approach</strong>: A bank can grow its agent network slowly, building on its existing brand, customer base, and infrastructure, reducing the “chicken and egg trap” faced by mobile money.<br />
•	Banks benefit from strategies to migrate customer transactions from branches and other existing channels to the agent channel.<br />
•	Banks already have a large network of cash in and out outlets customers can access even if the bank only has a few agents.<br />
•	In countries with low levels of financial inclusion and limited banking infrastructure, agent banking needs to achieve scale just as quickly as mobile money because of diminished opportunities to migrate customers and to leverage existing banking outlets.<br />
•	Models based on P2P transfers especially need scale quickly because senders will be less willing to send money on the service if recipients do not have nearby access to an agent, branch or other outlet.<br />
•	Banks still need to get a few things right:<br />
•	<strong>Agent economics.</strong>  Scale in customer volume is still important at the local-level in order to ensure that each agent has enough incentives to promote the service.  Banks can migrate customers from branches and, in new markets identify an early revenue driver.<br />
•	<strong>Agent management.</strong>  Agent banking models face the same agent management issues as mobile money systems.  They must ensure agents are appropriately selected and managed on an on-going basis in order to ensure the customer has a consistent experience.<br />
•	<strong>Transaction-based revenue model. </strong>In order for a bank to utilize its agent channel to reach new low-income client segments with a new value proposition, rather than to decongest its branches, it must employ a transaction-based revenue model to be profitable, instead of one based on float and monthly fees.  This is because customers conducting transactions will maintain minimum balances close to zero at first, uptake of the service will be too slow if minimum balance requirements and monthly fees are required, and transaction volume will likely increase with greater agent proximity.<br />
•	<strong>Pathway to accounts.</strong>  Given that bank-led agent networks allow non-account holders to use the agent channel, users do not benefit from the same network effects as mobile money and may not have an incentive to open an account.  This decreases customer loyalty (customers can easily start using another bank’s outlets) and reduces the bank’s ability to generate significant additional revenue from a customer through cross-selling.  Banks must design incentives for customers of the agent channel to open accounts, including through preferential pricing and simple and immediate account opening processes at the agent.<br />
•	<strong>Product cross selling.</strong> Agents are not effective at promoting specific products and cross-selling additional financial services and banks should use well-trained and motivated itinerant branch employees, third party sales forces, and marketing.<br />

			<content:encoded><![CDATA[<p></p><p>Ignacio Mas, Deputy Director, Bill &#038; Melinda Gates Foundation, talks about stores acting as cash merchants and their basic need to periodically rebalance their cash and e-money holdings. He explains the basic options for doing so, including going to a bank branch.<br />
There will be widely varying patterns by store: some will need to rebalance daily, some may go a few days without having to go to the bank, others will need to do it more than once a day. There are fairly regular variations by day-of-week and day-of-month, as well as seasonal variations.<br />
Money transfers naturally tend to go urban to rural, placing a burden on rural stores to hold significant amounts of cash. But we also know that rural people are net savers, if they are given a convenient, safe place to save. So money transfers and savings have the potential to offset each other to some extent, easing the liquidity burden on rural stores.<br />
Stores need to be incentivized adequately for (i) the working capital they have tied up in cash and e-value; (ii) the extra security risks they are running; and (iii) the cost and hassle of going to the bank branch to rebalance.<br />
